Binh Thuan strives to increase the coverage of health insurance and social insurance

(binhthuan.gov.vn) In recent years, the Provincial People's Committee has always paid attention to the task of increasing the coverage of health insurance and social insurance in the area with specific and practical solutions to directly support groups of people with difficult circumstances, unable to access to social insurance and health insurance services.

The Provincial People's Committee issued Decision No. 1911/QD-UBND dated September 15, 2022 on consolidating the Steering Committee for the implementation of policies on social insurance, health insurance and unemployment insurance in Binh Thuan province; The Steering Committee has issued the Operation Regulation and assigned specific tasks to the members of the Steering Committee. By October 15, 2022, 10/10 districts, towns and cities and 124/124 wards, communes and townships had consolidated the Steering Committee for the implementation of policies on social insurance, health insurance and unemployment insurance.

However, during the implementation, Binh Thuan province encountered many difficulties due to the fact that the province's economic structure is mainly concentrated in the fields of agriculture and tourism; the scale of enterprises is mostly small and micro, operating in the fields of agriculture and services that use few workers. Therefore, the number of people participating in social insurance is still low compared to the labor force of the province, many workers have to move out to find jobs.

On the other hand, due to the impact of Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister, the whole province has more than 35,853 people (including 27,712 ethnic minorities) who no longer enjoy the policy on health insurance. The adjustment of monthly income for participants to pay voluntary social insurance from January 1, 2022 according to the multidimensional poverty line in rural areas for the period 2022-2025 specified in Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government greatly influenced the propaganda and mobilization of people to continue participating as well as developing new participants of voluntary social insurance. The implementation of collection service according to Decision No. 1155/QD-BHXH dated May 12, 2022 of Vietnam Social Security has not been effective. In Binh Thuan province, only the collection service of the post office is operating, leading to the results of mobilizing people to participate in voluntary social insurance, health insurance has not met the requirements.

Faced to this situation, the Provincial People's Committee has issued a written request to the Vietnam Social Insurance to make full statistics of the number of local people who studying and working in other provinces and participate in social insurance and health insurance; providing data for each group of subjects for the province to distribute to the district and commune levels as a basis for determining the results of the implementation of criterion 15.1 (in the set of criteria for identifying new rural areas) on the proportion of people participating in health insurance, recognizing communes meeting the new rural and advanced new rural standards for localities in the province and including the number of local people studying and working in other provinces participating in social insurance and health insurance into the target for Binh Thuan province.

In 2022, there was a large number of people participating in voluntary social insurance, self-paying health insurance, but due to difficulties, they could not follow to the end of the financial year. For this situation, the Provincial People's Committee has proposed the Vietnam Social Security to calculate the number of above people who are considered as those who have participated in social insurance and health insurance to include into the target for localities (including Binh Thuan province)./.
