Response plan for disasters of hydroelectric lake and dam collapse, and flood discharge in the province

In order to enhance the responsibility of lake and hydroelectric dam owners and
state agencies, people's armed forces and individuals in proactively responding
to disasters and overcoming consequences due to lake and dam failures, and
flood discharge; contribute to minimizing damage caused by the failure of
hydroelectric lake and dam, and flood discharge; creating conditions for
sustainable development, meeting the requirements of the province's
socio-economic construction and development tasks in association with
consolidating national defense and security and gradually building the safe
community and society from natural disasters, the Provincial People's Committee
has issued a response plan for the disaster of hydroelectric lake and dam
collapse, and flood discharge in Binh Thuan province in the period of 2021 -
2025.
The objective of the
plan is to strengthen and consolidate the organizational and operational system
of relevant agencies, units and localities to respond to hydroelectric lake and
dam failures, flood discharge, and search and rescue, that are ensured under
the direction, coordination and close synergies between the authorities and the
participating forces to promptly satisfy the requests for incident response,
search and rescue when there is a hydroelectric lake breaking situation, and
flood discharge.
To achieve the above
goal, the Department of Agriculture and Rural Development shall strengthen the
communication, organize the propaganda and training courses in combination with
other agencies on natural disasters, dam collapse and flood discharge disasters
to raise people's awareness in the prevention, response and minimization of
damage caused by disasters. At the same time, organize the formulation of
agricultural production, seed and crop production plannings that are suitable
to each region and each locality in order to limit damage caused by lake, dam
failures, and flood discharge incidents and ensure sustainable development;
managing the investments in construction, renovation and protection of natural
disaster prevention and control works, including embankments, reservoirs,
weirs, flood control, drought and landslide prevention and other works for
disaster prevention and control.
