The
strategic targets for the socio-economic development of Binh Thuan Province
to the year 2010 focus on high and efficient economic growth in the
direction of industrialization-modernization, doing away with instability,
renovating the backward economic structure, forming and dramatically
improving the underdeveloped structure of such sectors as industry, services
and agro-forestry-fisheries. Efforts will be made to establish a fairly
developed and synchronic infrastructure, increase production in proportion
to the development of the productive forces with a view to enhancement of
labour productivity and economic efficiency. The province will ensure
accumulation of assets from the local economy and to basically meet the
requirements of investment and development as well as the improvement of the
physical and spiritual life of the people, eliminating impoverishment and
cultivating an equitable and civilized society, for the sake of firm
national defence and security. All this aimed at boosting a higher economic
growth rate than the national average, shirking the gap and gradually
integrating into the national economy.
To
realize this objective, the Provincial People’s Committee will provide the
sectors and departments with directors for a serious review of their
activities, doing away with inefficiency, enhancing the positives, making
full use of the advantages and fresh opportunities, holding aloft unity,
thus creating an integrated force to fulfill all the tasks, particularly in
the five focal areas of work, i.e (1) speedy structural shift of the
agro-economy and the rural areas, (2) strong acceleration of the
aqua-culture economy, (3) promotion of tourism, (4) a boost to the
socio-economic development of the ethnic areas and the former resistance
bases, and (5) promotion of education and training.
In
specific terms, these are the efficient measures to be taken by the
Province:
1.
Giving the sectors and departments a sound direction in launching plans and
projects of development already approved, focusing on elaboration of new
detailed plans and programmes. Making timely adjustments and regulations
with adequate supplements to fit with reality and ensure growth at the pace
envisaged. Giving attention to the re-arrangement, innovation and
development of the State-owned enterprise (SOEs) as well as solutions to
pressing social problems.
2.
Ameliorating encouragement polities for the maximum mobilization of capital,
both domestic and foreign, and providing favourable conditions for
disbursement of capital for development. Revising the structure shift of
plants and animals, development of the processing of sea-products, and
agro-forestry produce for exports. Absorbing investment in tourist services,
agro-forestry and fishery production, and improving the people’s livelihood.
3.
Promoting education and training, and expanding a network of job-skill
training schools. Raising the ratio of well-trained workforce, re-adjusting
the structure of training in conformity with the tasks of
industrialization-modernization. Pushing up the implementation of the
programmes for basic secondary education, the application to, and transfer
of science-technology, first and foremost information technology, in
production and daily life. Enhancing the inspection and surveillance of the
environment.
4.
Efficiently solving pressing social problems, executing well the key
national programmes, particularly the programme for hunger alleviation and
poverty reduction and creation of job opportunities. Minimizing traffic
accidents. Launching a movement for the formation of cultured families,
streets and villages, along with community healthcare. Focusing on an
all-side socio-economic development of the ethnic and mountainous areas as
well as the former resistance bases. Promoting the programme for
socio-economic development of the coastal areas and Phu Quy Island.
5.
Restoring administrative disciplines, ensuring efficiency in the operation
of the State machinery, and enhancing the responsibility of the local
leaders. Re-structuring the system of information and reporting in effective
service of the leadership by the Provincial People’s Committee, dramatically
applying information technology in the governmental administration and
operation. Re-adjusting the regulations of work of the Provincial People’s
Committee, with good definitions of the duties, obligations and powers of
the provincial departments and services under direct administration of the
Committee.
6.
Boosting public administration, reforms, ameliorating the organizational
work, and raising the efficiency and effectiveness of the State operation at
all levels. Each sector and each locality should elaborate n their long-term
work programmes for 2003-2005. Enhancing the efficiency in law enforcement
and observance, and strengthening order and discipline in all areas of
social life. Effectively launching the policy for the rotation of civil
servants.
7.
Giving sound direction to the departments and sectors to solve, in an
effective manner, all the people’s complaints and denunciations and
restricting complaints to a higher authority without first going to the
local authority. Carrying on the improvement of the contacts with the
citizens and implementing grassroots democracy regulations.
8.
Boosting the struggle against corruption and implementing the instruction by
the Prime Minster on the attribution of responsibility of the heads of
departments and the sectors in the case of corruption occurrences in their
own areas. The law-protecting institution and detections should strictly
exercise their control, inspection and detection to come up with measures to
timely deal with acts of corruption and the negatives therefrom.
